the key=20
            output from each national census as they establish the base =

            which population estimates are subsequently derived and the =
levels=20
            at which population characteristics are established. Such=20
            information is vital in assessing change over time in social =

            indicators and plays a key role in the assessment of policy =
impacts.=20
            A notable feature of successive Indigenous census counts has =
been=20
            their volatility and unpredictability with numbers =
invariably=20
            greater each time than change due to natural increase alone =
would=20
            suggest. Indigenous population change recorded over the most =
recent=20
            inter-censal period (2001-2006) provides no exception.=20
            <P>While the picture at the national level has been well =
researched,=20
            it is at the local level where programs are delivered and =
the need=20
            for accurate data is greatest. However, there has been =
little=20
            attempt to assess the robustness of population change data =
at this=20
            level. This presentation examines the spatial pattern of =
change in=20
            census counts and assesses these against a range of likely=20
            predictors. We find that for some areas the Census provides=20
            reasonable estimates, whereas for others the Census is more =
akin to=20
            a sample survey with implications for analysis, =
interpretation and=20
            policy utility. </P>

scheme=20

            <P><STRONG>Abstract:</STRONG> The CDEP scheme was developed =
as a=20
            response to the perceived social threat of sit-down money to =

            Indigenous communities in the 1970s. Ironically, the scheme =
is now=20
            being criticised as being one of the main factors driving =
the social=20
            effects of prolonged welfare dependence. This paper updates =
the=20
            Office of Evaluation and Audit 1997 Report that evaluates =
the=20
            scheme. While this paper shows that the CDEP scheme has a=20
            significant effect of reducing social pathologies, =
vis-=E0-vis=20
            unemployment, the positive effect of the scheme is =
substantially=20
            less than the protective effect of having mainstream =
(non-CDEP)=20
            scheme employment. Consequently, it is the lack of =
mainstream=20
            employment options, rather than the presence of the CDEP =
scheme that=20
            drives the social pathologies identified in recent public =
debate.=20
            Notwithstanding the evident community development associated =
with=20
            the CDEP scheme, it cannot be the whole answer for =
disadvantaged=20
            Indigenous communities, which also need a mixture of =
economic=20
            development, infrastructure spending and bottom-up policy=20
            initiatives. </P>

            Previous CAEPR research has shown that the structural =

            facing Indigenous populations are increasingly diverse and=20
            locationally dispersed and that this leads to variable =

            and opportunities for social and economic participation. In =

            the renewed emphasis on targets in Indigenous public policy =

            a need to update this spatial analysis and explore the =

            which prospects for the achievement of parity continue to be =

            Ministerial Council on Aboriginal and Torres Strait Islander =

            regional analysis of recent change in Indigenous population =

            social indicators between 2001 and 2006. In doing so, three=20

            statutory position with the Australian government for the =

            years, regulating many key Indigenous corporations, =

            connected to native title and also most of those in remote=20
            Australia. She shepherded in comprehensive and modern =
legislation=20
            for this sector (<EM>Corporations (Aboriginal and Torres =
Strait=20
            Islander) Act 2006</EM>, which received tripartite support =

            Parliament and is being progressively implemented around =
Australia.=20
            She is a lawyer, and has spent many years working in the =
courts, and=20
            on 'big picture' solutions to key systemic issues in the =
justice=20
            system. She is a co-author of <EM>Indigenous Legal =

            widely used textbook, and is currently at the Law College =

            <P><STRONG>Abstract:</STRONG> The community engagement =
strategy for=20
            the Cape York Welfare Reform trials was designed to =
represent=20
            communities and individuals under consultation strictly in =
terms of=20
            seven pre-determined 'community dysfunctions' only. They =
were: the=20
            abuse and neglect of children; alcohol abuse; drug abuse; =
petrol=20
            sniffing; problem gambling; poor school attendance; and=20
            dysfunctional housing tenancy arrangements. However, much of =
the=20
            research conducted on the ground in Aurukun suggests =
community=20
            members do not define themselves or their immediate families =
in=20
            terms of 'social-norms deficit'. Where individuals have =
identified=20
            community problems, they are often not the same ones =
suggested by=20
            Cape York Institute (CYI). Despite this, the instrumental =
goals and=20
            design of the Welfare Reform community engagement strategy =
meant=20
            that if someone in Aurukun said they were worried about =
violence=20
            between clans=97which they often did=97their comments would =
be rendered=20
            in CYI's evaluation as further evidence of 'Alcohol Abuse' =
or 'Child=20
            Neglect'. In this way the seven core community dysfunctions =
were=20
            continually re-discovered=97thereby substantiating the need =
for the=20
            Families Responsibilities Commissions.=20
            <P>By focusing primarily on community dysfunctions and =
individuals'=20
            deficits identified independently from community members, =
and=20
            imposing welfare and behavioral obligations which tie =
Aboriginal=20
            people to services they already know to be oftentimes =
inadequate and=20
            inappropriate, Pearson's Family Responsibilities Commissions =
(FRCs)=20
            threaten to add yet another complicating factor to the =
bizarre daily=20
            spectacle of law and order in communities. Under the CYI =
model,=20
            various state and non-state actors will be tasked not with =
assessing=20
            the dynamic service needs of the individuals they are sent, =
but with=20
            administering ongoing punitive social intervention. This =
means that=20
            over the course of an FRC intervention, the quality and =
relevance of=20
            the support and intervention services are less important =
than the=20
            regularity of individuals' attendance at their appointments. =
The=20
            complexity of the individual's addiction, dysfunction or =
problem=20
            will be concealed by the straight-forwardness of the=20
            'service-solution'. It thus seems probable that by forcing =
community=20
            members to perform a pantomime of reform to an audience of=20
            historically ineffectual community service providers, FRCs =
will=20
            further diminish individuals' abilities to self-determine =
positive=20
            outcomes for themselves and their families while at the same =
time=20
            rendering them in ways which justify the FRCs (in the first =
place).=20

            produced by the alcohol beverage industry on the other. When =

            Indigenous corporation buys into premises licensed to sell =
alcohol,=20
            it is faced with a similar conflict and a moral hazard: good =

            may mean more alcohol-related harms for which others largely =

            the cost. This paper presents some preliminary thoughts on a =

            Statistics (ABS) census data have commonly observed that the =

            enumeration in remote Indigenous regions of Australia =
underestimates=20
            the actual number of Indigenous people. Such =
underestimations of=20
            remote population groups have dire consequences not only for =

            appropriate service delivery in such extreme regions, but =
also=20
            contribute to a misguided public perception that the =
population in=20
            remote Indigenous regions is declining. Clearly a better =
approach to=20
            undertaking census counts is needed in remote Australia. In =
this=20
            seminar David Brooks and Inge Kral will discuss a case study =

            population survey in the Ngaanyatjarra Lands region of =
Western=20
            Australia undertaken in response to concerns that the =
official ABS=20
            2006 census count in the area was lower than expected. =
Brooks and=20
            Kral will outline the anthropological methodology used to =

            <P><STRONG>Abstract:</STRONG> Aboriginal People in the =
tropical=20
            savannah of the Northern Territory (NT) own 170,000km2 of =
land=20
            including 85% of the coastline. Land and sea country have =
great=20
            cultural, economic and social significance to Aboriginal =
people,=20
            underpinning their culture and society. Aboriginal =
landowners=20
            continue to be reliant on the natural environment for both =
spiritual=20
            and physical well-being. Creation ancestors form part of a =
living=20
            landscape and practices such as hunting, foraging, burning, =
caring=20
            for sacred sites and ceremony have an important place in=20
            contemporary Aboriginal life. These practices ensure the =
maintenance=20
            of spiritual, cultural and economic connections to land and =
sea.=20
            <P>From a scientific perspective these lands are some of the =
most=20
            biologically diverse and intact in the Northern Territory =
(and=20
            Australia). They support important biological values =
including=20
            nationally and internationally significant wetlands, =
migratory=20
            seabird and shorebird habitats and marine turtle nesting =
sites, rare=20
            and threatened species and endemic species. Many of these =
values are=20
            either very poorly represented or not represented at all in =
the=20
            Northern Territory's park system. Of the 23 bioregions =
represented=20
            in the Northern Territory, about one third occur =
predominantly on=20
            Aboriginal land.=20
            <P>Owning and managing lands of such significance brings =
with it=20
            many diverse challenges. In the mid 1990s, to better meet =
these=20
            challenges, Aboriginal traditional landowners in the =
tropical=20
            savannah of the NT began to formalise their land and sea =
management=20
            activities through the establishment of the Caring for =
Country=20
            programme or what are commonly referred to as ranger groups. =

            <P>To date the Caring for Country programme has grown to =
include=20
            over 36 groups with up to 400 Aboriginal people employed in =
land and=20
            sea management. This seminar provides an overview of the =
Caring for=20
            Country Programme and examines how and why it works, as well =
as,=20
            what some of the challenges are that the programme faces. =

            Indigenous policy during the Howard era was the emerging =
influence=20
            of conservative think tanks, and in particular, the Centre =
for=20
            Independent Studies (CIS) and the Cape York Institute for =
Policy and=20
            Leadership (CYIPL). While this development mirrors other =
policy=20
            settings, there are some unique features of the ideologies =
espoused=20
            by CIS and CYIPL. Both appear to have a religious quest to =
transform=20
            Indigenous societies. I use the term 'religious' because so =
much of=20
            what they advocate rests on faith as opposed to evidence, =
both use=20
            apocalyptic language to describe Indigenous communities and =
promise=20
            salvation for those who embrace their faith. It is within =
this quest=20
            that the beliefs that shaped Native American law and policy =
in the=20
            nineteenth century find resonance and in particular, the =
maxim that=20
            individual property rights are critical for the salvation of =

            Indigenous people. Reforms to encourage the growth of =
individual=20
            property rights did not occur in isolation, but were =
implemented=20
            contemporaneously with measures to transform the social =
fabric. </P>

aspirations=20
            and interests within a risk management framework. However,=20
            comparatively little attention is given to agreements' =
necessarily=20
            intercultural character, and their roles in social and =
cultural as=20
            well as economic transformation. This seminar will focus on =

            key arenas which, it is argued, are crucial in both the =
design and=20
            implementation of sustainable agreements. Firstly, it argues =

            inadequate attention is paid to the governance of agreements =

            'Indigenous/non-Indigenous' and finds unjust the 'gap' =

            Indigenous and non-Indigenous values of certain =
socio-economic=20

            binary that we now use? I will identify moments in the =
recent past=20
            in which there has been debate about where the boundary =
